I just googled it. Apparently it is/was a strategy to convert non-Christians, although this is changing in some groups as they feel under attack. In Wednesday Bible class women did sometimes speak -- they would answer a question asked by the teacher of the class, for example. In the new converts Bible class, women were called upon to recite verses the class was supposed to memorize, and to answer questions.
